Thank you for your interest in our District and for taking the time to read this voter information guide. The support of the local communities through an EMS levy is vital to providing ambulance service. Currently many agencies operate with an EMS levy. This is because collected taxes do not pay for the cost of EMS but mainly pays for fire protection. Districts must ask the local community to bridge the gap through levies to provide EMS service.
Now more than ever we are asking for support of an EMS levy to assist us with providing its own ambulance service to the District.
District Statistics:
Benton County Fire Protection No. 4 responded to 905 calls for service in 2009.
The breakdown of the 905 calls for service include; 446 EMS Calls, 11 Hazardous Condition Calls, 80 Service Calls, 194 Good Intent Calls, 49 False Alarm Calls, 6 Special Incident Calls, and 119 Fire Calls.

50% of the calls for service are medically related and most required a patient or patients to be transported to definitive care at a hospital. As the population of the District keeps increasing so does the need for EMS responses and transportations.
Currently when a citizen calls for an ambulance, Benton County Fire District #4 sends a Basic Life Support fire engine, while the ambulance providing Advanced Life Support responds from Richland or BentonCity. The response from Richland or BentonCity adds time to the access of Advanced Life Support the citizen may need. Richland and BentonCity both charge and bill the patient for the entire cost of the ambulance transportation with a cost of $850 plus items used and mileage. Passing of Levy would allow Benton County Fire Protection District #4 to transport citizens of the District at low/no direct cost.
District Direction:
The District polled several community groups/organizations and citizens by mailing out a survey, internet polls via our internet website, and several town hall meetings. The results showed that the citizens who participated in the surveys wanted an ambulance based in the District.
Levy Information:
The elected fire commissioners listened to the citizen polls and passed a resolution for an EMS Levy. The Levy is asking for 50 cents per $1,000 of assessed value on property tax. Approval would generate around $500,000 annually to allow the District to provide the citizens with ambulance service. The levy would cost less than $7 per month for a house/property with the assessed value of $150,000.
The District providing ambulance service would bring the following benefits.
ü 24 hour, 7 days a week staffing with trained fire fighters/EMS personnel.
ü Response time of 5 minutes or less to 90% of EMS calls for service.
ü Help the District to meet national standards for EMS care.
ü Quicker delivery time to definitive care.
ü Low/No direct cost for actual transportation for citizens living with in the District.
ü Purchase of ambulance and remodel to station for storing ambulance.
ü Citizens have a voice to the Commissioners who direct and make policy about ambulance service.
